Dominion 5000 Dominion Boulevard, Glen Allen, VA 23060 September 1, 2004 U.S. Nuclear Regulatory Commission Serial No.04-532 Attention: Document Control Desk NL&OS/ETS RD Washington, D.C. 20555 Docket Nos. 50-338/339 50-280/281 License Nos. NPF-4/7 DPR-32/37 VIRGINIA ELECTRIC AND POWER COMPANY (DOMINION)
NORTH ANNA AND SURRY POWER STATIONS UNITS 1 AND 2 TOPICAL REPORT VEP-FRD-41 REVISION 0.1-A VEPCO REACTOR SYSTEM TRANSIENT ANALYSES USING THE RETRAN COMPUTER CODE Enclosed are two copies of Dominion Virginia Power's Topical Report VEP-FRD-41, Rev. 0.1-A, "Vepco Reactor System Transient Analyses Using the RETRAN Computer Code".
This version of the topical report consolidates information relative to our RETRAN transient analysis capabilities that has already been reviewed by the NRC staff, as outlined in Sections 1.0, Introduction, and 2.0, Dominion's RETRAN Model History, of the report. As such, this consolidated version of the report is being provided for information.
The transient analysis capability described in VEP-FRD-41, Rev. 0.1-A is used to analyze many of the design basis non-LOCA transients discussed in Chapters 14 and 15 of the Surry and North Anna UFSAR's, respectively. UFSAR updates are being prepared to incorporate this version of the topical report as the standard non-LOCA system transient analysis methodology reference for the North Anna and Surry Power Station.
The topical is contained in two volumes.
Appendix 4 in Volume 2 contains Westinghouse proprietary information. Appendix 4 is a previous Dominion response to a request for additional information, which was submitted as part of the original topical report review, and accordingly included an "Application for Withholding Proprietary Information trom Public Disclosure" from Westinghouse. The basis for classifying the information in Appendix 4 as proprietary was addressed pursuant to 10 CFR 2.790(b)(1). To conform to the requirements of 10 CFR 2.790 concerning the protection of proprietary information, the proprietary information in Volume 2 is contained within brackets. A non-proprietary redacted version of Volume 2 is also provided. Where the proprietary information has been deleted in the non-proprietary version, only the brackets remain. Accordingly, it is requested that the information that is proprietary to Westinghouse Electric Company in Volume 2 continue to be withheld from public disclosure in accordance with 10 CFR 2.790 of the Commission's regulations.
