Dear Mr. Mendonca:

By letter dated August 19, 2003 (Ref. 1), General Atomics (GA) submitted its site-specific plan for complying with the Compensatory Measures (CMs) provided in Enclosure 2 of the Commission's letter dated January 23, 2003 (Ref. 2). Subsequently, GA was asked to provide additional response in its plan regarding the compensatory measures related to identity, nationality, immigration status, and character and reputation.

Consequently, GA revised its plan based upon given NRC guidance and submitted the revised plan dated September 26, 2003 (Ref. 3).

NOTE: Enclosure Transmitted Herewith Contains Safeguards Information.

'Page 2 of 2 Later, at NRC's request, GA revised the language of three paragraphs of the plan (by deleting the words "best effort") and re-issued the plan dated December 10, 2003 (Ref.

4).

Most recently, GA was again requested to revise its plan regarding the compensatory measures related to identity, nationality, immigration status, and character and reputation. More precisely, GA was asked to incorporate specific NRC-accepted language regarding how GA will verify identity, nationality, immigration status, and character and reputation. GA has revised its plan accordingly.

Enclosed, please find GA's recently revised plan. This plan, originally dated August 19, 2003 and marked REVISED September 26, 2003 and REVISED December 10, 2003, is now also marked "REVISED July 9, 2004."
