Dear Mr. Mendonca:
In a letter dated January 23, 2003 the Commission directed the Texas A&M University Nuclear Science Center (NSC) to develop sight specific compensatory security measures (CMs) for the operation of its 1 MW TRIGA reactor. On April 22, 2003 the NSC sent a letter outlining our proposed CMs. Subsequently the NSC received a set of NRC guidelines to aid in the writing of the compensatory measures and you made a visit to the NSC to review and respond to our proposed measures. At that point a revised set of CMs were submitted on July 21, 2003. Recently, you requested further clarification on items dealing with Insider threat. This version of our compensatory measures addresses those requested clarifications.
