Adoption Of Consolidated Line Item Improvement Process (CLIIP) Technical Specification Change Regarding Technical Specification Task Force (TSTF) Generic Traveler - TSTF-359. Revision 9, 'Increased Flexibility in Mode Restraints."

By letter dated December 23, 2003, the Nuclear Management Company, LLC (NMC) submitted an LAR titled, 'Adoption Of Consolidated Line Item Improvement Process (CLIIP) Technical Specification Change Regarding Technical Specification Task Force (TSTF) Generic Traveler - TSTF-359, Revision 9, 'Increased Flexibility in Mode Restraints.'" which proposed modifications to Technical Specification (TS) requirements for mode change limitations pursuant to the referenced CLIIP. This LAR was submitted on behalf of four NMC plants including the Prairie Island Nuclear Generating Plant, Units 1 and 2. This letter supplements the subject LAR. NMC submits this supplement in accordance with the provisions of 10 CFR 50.90.

The original submittal of the subject LAR included proposed changes to Prairie Island Nuclear Generating Plant (PINGP) Limiting Condition for Operation (LCO) 3.6.7,

'Hydrogen Recombiners" and the associated Bases. By letter dated January 30, 2004, NMC submitted an LAR titled, "Application for Technical Specification Improvement to Eliminate Requirements for Hydrogen Recombiners and Hydrogen/Oxygen Monitors Using the Consolidated Line Item Improvement Process" which proposed removal of LCO 3.6.7 from the PINGP TS. On June 8, 2004, the NRC approved the January 30, 2004 LAR through issuance of License Amendments 163/154 to the PINGP Operating License which removed LCO 3.6.7 from the TS. The NRC is requested to remove PINGP LCO 3.6.7 and the associated Bases from further considerations in this LAR.

The proposed changes in this supplement do not impact the conclusions of the Determination of No Significant Hazards Consideration and Environmental Assessment presented in the original December 23, 2003 submittal.

Document Control Desk Page 2 PINGP Unit I is scheduled to start mode changes on October 25, 2004 leading to unit start up from an outage. To allow time to implement this proposed License Amendment and support these activities if mode restraint flexibility is required, NMC requests NRC approval of this LAR for PINGP by October 11, 2004.

In accordance with 10 CFR 50.91, NMC is notifying the State of Minnesota of this LAR by transmitting a copy of this letter and attachments to the designated State Official.
