Letter from Nuclear Management Company, LLC to Document Control Desk, 'Final Resolution Schedule for Resolution of Generic Letter 96-06 issues at the Kewaunee Nuclear Power Plant", dated April 1, 2004.
In reference 1, the Nuclear Management Company, LLC, (NMC) provided the NRC with a status update and schedule for resolution of GL 96-06 water hammer issues at the KNPP. Subsequently the Nuclear Regulatory Commission (NRC) staff had additional questions concerning NMC's response and the overall resolution of Generic Letter (GL) 96-06. The NRC staff's questions and NMC's response is contained in enclosure 1 to this letter.
This letter contains no new commitments and no revisions to existing commitments.

The April 1 letter indicates that NMC will inform the NRC when the analysis has been completed and provide details of the final resolution, modifications that are required, and completion schedule.i What is the status of completing your analysis and providing this additional information?
The reviewer also noted that you have not addressed the risk consideration referred to in the NRC SE that approves use of the EPRI methodology and this information is also required in order for us to complete our review.
NMC Response:
Status of GL 96-06 The analysis using the EPRI methodology in TR-1 13594 was completed in April of 2004. The results indicated that three analytical parts with a total of 10 pipe support components did not meet the design criteria for the predicted water hammer loads.
However, these components met the operability criteria developed in response to IE Bulletin 79-14 and, therefore, remain operable.
To bring the affected portions of the service water system into full compliance, one of the following two options will be implemented:
Option 1 - Modify the supports that are not fully compliant with the design criteria. This may not always be possible due to accessibility or the present condition of the support. If support modification is found not practical, Option 2 will be performed.
Option 2 - New support locations will be identified based on field conditions. The affected piping system will be reanalyzed with the new support(s) to reduce loads on the existing supports. New supports will be installed and existing supports not meeting the design criteria will be modified.

NMC plans to perform walkdowns to assess field conditions during the 2004 refueling outage. Information obtained from these walkdowns will be used to determine appropriate modifications. All required modifications would be implemented during the 2006 refueling outage.
GL 96-06 Risk Consideration NMC reviewed the risk perspectives that EPRI provided by letter dated February 1, 2002 and determined that the Kewaunee Nuclear Power Plant risk considerations are consistent with the EPRI risk perspectives.
