This section describes the training that will be provided to personnel who may be called upon to provide assistance in implementing the DAEC Emergency Plan.

(2)

The Nuclear Management Company (NMC) is assigned operational responsibility for the DAEC. However, IES maintains corporate accountability for activities at the DAEC and will participate when necessary in activities at the DAEC. The reference IES/NMC will be used throughout this procedure to signify this relationship. Further details regarding this relationship can be found in the Nuclear Power Plant Operating Services Agreement (NPPOSA) between IES and the NMC.

2.0 REQUIREMENTS 2.1 TRAINING FOR OFFSITE RESPONSE PERSONNEL (1)

On an annual basis, training will be offered to personnel from offsite agencies and local response organizations who may be called upon for assistance at the DAEC. This training will include topics such as notification methods, expected roles, radiation protection fundamentals appropriate for their expected roles, and communications/interface relationships with the Emergency Response Organizations. For those personnel who may require site access, appropriate security and site access provisions will be discussed and facility routes conducted to the extent that security and operational considerations permit.

2.2 EMERGENCY RESPONSE ORGANIZATION TRAINING There are two distinct classifications of training for onsite organizations or facilities, and they are; Initial Onsite Training.

Annual Requalification.

(1)

Initial Onsite Training

(i)

Indoctrination Training (a)

Focusing on the purpose of the Emergency Response Organization, Emergency Classifications, Notification, Onsite Facilities, Offsite Facilities, and Communications.

(ii)

Facility Training (a)

Focusing on the detailed operation of the facility in which the individual will be assigned.

(iii)

Emergency Response Organization (a)

Focusing on the relationship to the site, local, state and federal emergency agencies as applicable with emphasis on interface, responsibilities, and coordination.

(iv)

Position Specific Training (a)

Focusing on tasks that the individual will have to perform to support the operation of the facility.

Annual Requalification (A) Personnel who are qualified for positions in the Emergency Response Organization will be required to participate in drills, exercises, or individual training sessions such that proficiency is maintained.

Requalification can be attained by any one of the following:

Participation in a drill or exercise.

Participation in a facility training session.

Attending an individual training session.

Reviewing required reading material.

Emergency Coordinator (A) This training will be oriented toward duties, responsibilities, and authorities of the Emergency Coordinator; direction and supervision of emergency operations performed by onsite personnel; basic activities of organizations/groups/departments reporting to the Emergency Coordinator; and the capabilities of an methods for obtaining assistance, from outside response organizations.

(2)

Site Radiation Protection Coordinator (A) This training will be oriented toward supervision of radiological monitoring team, interpretation of data, and dose assessment. Training given to radiological monitoring teams will also be included.

(3)

Radiological Monitoring Team (A) This training will include operation of portable radiation survey instruments, air sampling equipment and techniques, contamination surveys, and radiological exposure determinations. Precautions and/or hazards and rescue team operations will be reviewed including emergency exposure criteria. This training will be given to plant radiological monitoring technicians and possibly their supervisors and other selected plant supervisors.

Police and Offsite Fire Fighting Personnel (A) Provisions have been made to offer basic instructions and training in site access and site fire fighting activities to police and offsite fire fighting personnel.

(5)

Onsite Fire Brigade (A) Special training in methods of controlling fire is described in the DAEC Fire Plan.

(6)

DAEC Security Personnel

DAEC EMERGENCY PLAN SECTION O RADIOLOGICAL EMERGENCY RESPONSE TRAINING Rev. 20 Page 6 of 8 (A) Security personnel receive training regarding their duties, responsibilities, and authorities during a radiological emergency.

(7)

Repair and Corrective Action/Damage Control Teams (A) Repair and Corrective Action/Damage Control Teams receive training oriented toward their duties and responsibilities during a radiological emergency.

(8)

First Aid and Rescue Personnel (A) A sufficient number of DAEC employees will be provided with first aid training and will be able to administer first aid to injured or ill persons until the arrival of medical assistance teams.

(9)

Dedicated Communicators (A) Personnel assigned as communicators will be trained in methods to be used for information transmission. This includes the correct use of forms, associated documentation, and communications equipment.

(10) Non-emergency Site Personnel (A) Onsite personnel who are not members of the Emergency Response Organization will be instructed on actions to take in the event of an emergency situation at the DAEC. This will include evacuation procedures, personnel monitoring, decontamination and offsite assembly.

Onsite personnel receive this training as part of their General Employee Training.

DAEC EMERGENCY PLAN SECTION O RADIOLOGICAL EMERGENCY RESPONSE TRAINING Rev. 20 Page 7 of 8 (11) Local Support Services Personnel (A) Training will be offered to local support services personnel who may require site access. Topics to be covered are described in paragraph 2.1.

(12) Medical Support Personnel (A) Medical support personnel receive periodic in-house training on their procedures for handling and treating contaminated personnel. IES/NMC will offer training as described in paragraph 2.1 in support of this effort.

(13) Emergency Response Personnel (A) The Emergency Response Organization personnel should have a combination of education, experience and skills commensurate with their functional responsibilities.

(B) Individuals will be selected for organizational positions based upon a systematic assessment of the functional requirements of a specific position and the individuals demonstrated capability and experience to meet those requirements.

(C) The Manager, Emergency Planning, or his designee, shall approve the selection and assignment of qualified individuals to the Emergency Response Organization.

(D) Corporate personnel, who might be expected to function in support of emergency response, will receive training appropriate to their expected emergency response role(s).

2.4 FIRST AID TRAINING (1)

The American Red Cross Standard First Aid Training will be provided to a sufficient number of plant personnel.

2.5 TRAINING FREQUENCY (1)

IES/NMC Personnel

Applicable portions of the training programs outlined above shall be performed whenever major personnel changes occur. Annual Requalification training shall be conducted to maintain proficiency. This training may be in the form of drill or exercise participation, classroom training, or required reading.

Detailed information on the responsibility for the training program and its administration is contained in Emergency Planning Department procedures.

(2)

Support Organizations (A) IES/NMC will offer training to offsite support personnel on an annual basis. This training will be based, in part, on the results of drills and will assist in preparing them for their expected response roles.
