This section describes measures to ensure that accurate and timely information is provided to the public and that the public is advised regarding protective actions to take.

The Nuclear Management Company (NMC) is assigned operational responsibility for the DAEC. However, IES maintains corporate accountability for activities at the DAEC and will participate when necessary in activities at the DAEC. The reference IES/NMC will be used throughout this procedure to signify this relationship. Further details regarding this relationship can be found in the Nuclear Power Plant Operating Services Agreement (NPPOSA) between IES and the NMC.

2.0 REQUIREMENTS 2.1 PUBLIC INFORMATION/EDUCATION (1)

DAECs public information program falls under the responsibility of the DAEC Communications Manager and DAECs Emergency Planning Department.

They are responsible for ensuring that the public within the plume exposure pathway Emergency Planning Zone (EPZ) is provided information on provisions for emergencies on an annual basis.

(A) The Vice President, Nuclear has been assigned the responsibility for ensuring that information about the DAEC is technically accurate, updated, and sufficiently clear for the average individual to comprehend.

DAEC coordinates with local and state officials to distribute information to the permanent and transient populations in the EPZ on an annual basis:

(A) An Emergency Action Plan insert is included in the community information section of the US West and McLeod USA Directories for Cedar Rapids and surrounding areas within the EPZ.

(B) For the transient population, copies of the Emergency Action Plan for Visitors and Guests are furnished to selected parks and recreation areas in the EPZ. Also copies of the Emergency Action Plan for Visitors and

DAEC EMERGENCY PLAN SECTION G PUBLIC EDUCATION AND INFORMATION Rev. 20 Page 4 of 6 Guests may be provided in public places such as hotels and motels, with additional copies furnished as needed.

(C) Emergency Action Plan information is available by phone on the In Touch information system and the DAEC Info Line.

(D) Siren activation informational signs are located throughout the DAEC EPZ. The offsite Emergency Prompt Alert and Notification System Addendum contains the location of such signs.

(E) Requirements for the Emergency Action Plan are outlined in Emergency Planning Department Procedure 1005.

2.2 PUBLIC WARNING/NOTIFICATION (1)

Upon identification and classification of an event, Linn County and Benton County will be notified of the classification and the projected offsite radiological impact. Decisions with respect to sheltering or evacuation and relocation of the population at risk, as well as the means of notification are prescribed in the Linn County and Benton County Radiological Emergency Response Plans.

Briefly, decisions with respect to protective actions for the population-at-risk shall be based upon ensuring that personnel exposures are not greater than the limits prescribed by Environmental Protection Agency Action Guides as defined in Table J-1.

Communications systems are provided to notify the population at risk of recommended protective measures to be taken. The method of notification is described in Section E.

2.3 NEWS STATEMENTS (1)

Prompt and accurate public information is basic to proper handling of any emergency. Since access to the plant area may not be possible for news media personnel, they will be contacted and invited to the Joint Public Information Center (JPIC) which is located on the sixth floor of the Alliant Tower for briefings on the situation. The JPIC Manager will be responsible for contact with the media and for coordination of news statements. The sixth floor provides ample space for interviews, briefings and for establishing a news

Separate work areas are provided for the DAEC Public Information Organization and county, state, and federal public information staffs. A backup facility for the JPIC may be used in the event that the Cedar Rapids metropolitan area is evacuated. This facility may be established at the Eastern Iowa Airport in the Alliant Energy Hanger. A detailed description of the JPIC and the backup facility to the JPIC is contained in Section H of this plan and in the EPIPs.

2.4 JPIC MANAGER (1)

In the event of an emergency, the JPIC Manager is responsible for ensuring the establishment of communications paths to the news media. The JPIC Manager will have access to all necessary information from the Emergency Operations Facility. The JPIC Manager will communicate with the local and state emergency response organizations or their public information representatives in the JPIC on a periodic basis to ensure a timely exchange and coordination of information. The JPIC Manager will coordinate the resolution of identified rumors.

2.5 DAEC SPOKESPERSON (1)

The DAEC Spokesperson will be the official spokesperson for DAEC for news briefings and news conferences. The Spokesperson will coordinate with the JPIC Manager to ensure the media receives timely and accurate information.

The Spokesperson will be responsible for approving written information releases from the JPIC.

2.6 NEWS MEDIA EDUCATION (1)

The DAEC Communications Manager, in conjunction with Linn and Benton Counties and the State of Iowa, conducts a program annually to acquaint news media representatives with the emergency plans, information concerning radiation, and points of contact for release of public information for an emergency at the DAEC.
