SUMMARY
OF JULY 15, 2004, INDEPENDENT SPENT FUEL STORAGE INSTALLATION MEETING WITH THE PUBLIC On July 15th, 2004, at 6:00 p.m., a meeting was conducted at Crystal Bay on the Hudson, Charles Point Marina, Peekskill, NY, between the Nuclear Regulatory Commission (NRC) and the public. The NRC requested the meeting to inform the public of the NRCs role in the general licensing process (10 CFR 72, Subpart K) for the interim storage of spent nuclear fuel in a proposed independent spent fuel storage installation (ISFSI) at the Indian Point Energy Center.
The NRC presented and discussed: dry cask storage system technical reviews, including structural robustness; spent fuel storage cask licensing approval process, including the opportunity for public involvement; and the NRC inspection program for ISFSI activities, including oversight of design, fabrication, pre-operational, and operational activities.
The public observed the NRCs presentations (approximately 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />) and was then given the opportunity to communicate with the NRC regarding the proposed ISFSI at Indian Point.
Elected officials, their representatives, and members of the media were given the first opportunities to interact with the NRC staff followed by other members of the public. The NRC answered questions from the public for approximately four hours.
During the question and answer period, several stakeholders raised issues regarding quality assurance for the Holtec dry cask storage system which Entergy has selected for Indian Point.
The concerns publically raised by Mr. Oscar Shirani, an auditor formerly employed by the Exelon Corporation, were cited by some stakeholders as the basis of their concerns.
Subsequent to the meeting, on July 27, 2004, the Office of the Inspector General (OIG) issued a report on its review of Mr. Shirani's concerns about the NRC's oversight of quality assurance programs related to the manufacture of Holtec dry cask storage systems. The report concludes that the allegations regarding NRC's oversight of Holtec and US Tool and Die were not substantiated. Further, the report concludes that the NRC's handling of Mr. Shirani's concerns was appropriate. The full OIG report is available on the NRC web site as:
