In a letter (Serial No.02-735) dated February 27, 2003, Virginia Electric and Power Company (Dominion) submitted a revision to the Operational Quality Assurance Program (Topical lReportJr NRC-viewand.approvaLThsWas supplemented in a egt Serial No.03-574) dated January 9, 2004, in response to a request for additional information. Subsequently, in a telephone conversation on May 18, 2004, the NRC identified concerns with the proposed change. Specifically, the NRC stated the issue of reduced holdpoints was a complicated review and that there was presently insufficient information to reach a determination of reasonable assurance using a deterministic approach.
Given the NRC-concems. and Dominion's intention to transition the Topical Report to ANSI/ASME NQA-1.994 in the'nea'rermit is not prudent to continue activities in support of this proposed change. Therefore, Dominion hereby withdraws the proposed change request.
