STP Nuclear Operating Company (STPNOC) submitted revisions to the South Texas Project Physical Security Plan, the Contingency Plan, and the Training and Qualification Plan in Reference 1 as required by Order EA-03-086. The NRC staff has requested additional information and clarification (References 2, 3, and 4) in order to complete its review of the Security Plan and Security Training and Qualification Plan. A supplemental response to these requests is attached to this letter. The changes to our original responses are based on agreements made between the industry Security Working Group and the NRC staff.

STPNOC intends to resubmit the Plan in its entirety after all Requests for Additional Information (RAls) regarding the South Texas Project Physical Security Plan, the Contingen6y Plan, and the Training and Qualification Plan are resolved.

The attachment to this letter contains safeguards information and should be withheld from public disclosure in accordance with 10 CFR 73.21.
