Dear Mr. Fertel:
I am responding to your letter dated August 3, 2004, requesting a meeting with NRC to discuss fuel cycle industry comments on Vulnerability Assessments (VAs).
The reports contain contractor assessments of a range of possible consequences and countermeasures. In preparing recommendations for the Commission, the staff intends to consider licensees comments and perspective on the VA reports.
The NRC has received written markups and comments from some licensees and anticipates additional site-specific comments. As NRC staff continues this activity, we would also consider any broad industry perspectives as we formulate recommendations in this area. Therefore, my staff would welcome the opportunity to meet with NEI and licensee representatives to discuss this issue with the understanding that, because of the sensitive nature of this information on a facility-specific basis, the amount of information that could be discussed may be limited.
