Information to Support Significance Determination of Service Water to Gland Water Cross Divisional Alignment Cooper Nuclear Station, Docket 50-298, DPR-46 The purpose of this letter is for the Nebraska Public Power District (NPPD) to provide information to the Nuclear Regulatory Commission (NRC) and respectfully request NRC review and consideration of the attached information as part of the significance detennination of the service water (SW) to gland water (GW) cross divisional alignment condition that existed at Cooper Nuclear Station.
Providing information at this time is consistent with the NRC's awareness that NPPD has been obtaining pump vendor infornation that supports operation of the SW pumps without GW for a limited amount of time. beyond what was originally considered in the risk assessment that was pertorned when the condition wvas first discovered. It is NPPD's understanding that the NRC will consider this infornation in its preliminary significance detennination of the condition and prior to reaching a final conclusion on whether a regulatory conference is necessary to further address this matter.
The information transimitted in this letter is contained in three Attachments and one Enclosure. Attachment I provides a risk assessment. Attachment 2 provides a description of operator recognition and response to address the SW/GW condition for the two most significant events identified by the risk assessment. Attachment 3 provides an engineering evaluation of SW pump performance. which includes a report from the pump vendor as an Enclosure.
NPPD sincerely believes that NRC consideration of this intornation is consistent with the Significance Determination Process (SDP) and Regulatory Oversight Process (ROP) in that it will help ensure a better understanding of the risk significance of the issue.
