SUBJECT:
REQUALIFICATION PROGRAM INSPECTION -MILLSTONE POWER STATION UNIT 2 AND UNIT 3
Dear Mr. Christian:
In a telephone conversation on August 4, 2004, Mr. Stephen Barr, Examiner/Inspector, and Mr. Timothy Kulterman, Millstone Unit 3 Requalification Training Supervisor, made arrangements for the NRC to inspect the licensed operator requalification program at the Millstone Power Station, Unit 2 and Unit 3. The inspection for Unit 2 is planned for the week of October 4, 2004, and the inspection for Unit 3 is planned for the week of October 25, 2004. These weeks coincide with your regularly scheduled requalification examination cycles. The staff at your facility should prepare and conduct the requalification examinations in accordance with your NRC-approved requalification program. In accordance with 10 CFR 55.59(c), the NRC may request facility licensees to submit their comprehensive requalification written examinations or annual operating tests as necessary to support the NRCs inspection program needs. In order for the NRC to adequately prepare for this inspection, please furnish for each unit: 1) an index or summary of condition reports written in the past two years in which licensed operator errors were determined to be the root or contributing cause; 2) an index or summary of condition reports written in the past two years on simulator performance problems; 3) an index or summary of simulator performance test results in the past two years; and 4) the examination schedule, sample plan, written examinations and operating test scheduled for the week of each units inspection. Please provide these materials to the NRC by September 24, 2004, for Unit 2, and by October 15, 2004, for Unit 3. Mr. Kulterman has been advised of this request and provided with the name and address of the NRC lead inspector assigned to this inspection. This letter contains information collections that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). These information collections were approved by the Office of Management and Budget, approval number 3150-0018, which expires on June 30, 2006.
