COMPLETION OF NRC STAFF REVIEW OF THE USE OF ASCO "RED HAT" SOLENOID OPERATED VALVES AT SOUTH TEXAS PROJECT, UNITS 1 AND 2 (TAC. NOS. MC2467 AND MC2468)

On March 23, 2004, the NRC staff and the South Texas Project (STP) licensee met to discuss the application of the "Special Use Exemptions" at STP, Units 1 and 2. At that time, the STP licensee showed the NRC staff a design change package (DCP) supporting the replacement of safety-related ASCO solenoid valves (SOVs) with ASCO's commercial "Red Hat" SOVs for certain specified SOVs that were categorized as low safety significant under their multi-part exemption. The DCP indicated that the "Red Hat" SOVs would meet certain environmental qualification design requirements based on information from ASCO. Following the meeting, the NRC staff decided to perform a review of the use of "Red Hat" SOVs as replacements for certain safety-related SOVs at STP, Units 1 and 2. shows the E-Mail dialogue between the Office of Nuclear Reactor Regulation (NRR) staff and NRC Region IV Resident Inspector at STP, forwarding the NRR staffs initial review of the subject SOVs at STP. On June 22, 2004, a telephone conference was held among NRR staff, Region IV staff, and the STP licensee during which two issues were identified and subsequently addressed by the licensee. Attachment 2 documents the resolution of the subject issues. The NRR staff has no additional questions and considers these issues to be resolved.
