Summary of July 29th call to Congressional Staffers On July 29, 2004, the staff held a conference call with the staffers for Vermont Senators Jeffords, Leahy, and Representative Sanders. The focus of the call was a June 28, 2004, letter from Gundersen/Blanch faxed to the NRC by Senator Leahys staff*. The staffers had requested that the NRC hold a conference call to discuss the concerns raised in the letter.

During this conference call, the NRC staff discussed the licensing basis, changes to regulations, and the impact on the power uprate process. We indicated that we forward these types of letters to the Inspector General because it asserts that the staff misled the public. The congressional staffers asked a number of questions concerning the regulatory basis, reduced safety margins, defense in depth, protection against single failures, and the independence of three barriers preventing the release of radiation. At the conclusion of the call, the NRC offered to send a written reply to the senators with a copy to Gundersen/Blanch. The NRC staff will ticket and track completion of this correspondence. The NRC staff also agreed to inform the Congressional staffers on Monday of the plans to release the names of the Engineering inspection team due onsite on August 9.
