-0S1 5'Julyl2,2004 U.S. Nuclear Regulatory Commission ATTN: Dan Hughes Mail Stop 012-G13 Washington, DC 20555-0001 Mr. Hughes, During a recent internal review of the Reed Reactor Facility it was discovered that the Standard Operating Procedures were not exactly consistent with thewording of IOCF0.54(m)(1). This CFR requires that a Senior Reactor Operator be present at the reactor during the first approach to power each day and during a recovery from an unplanned shutdown. The facilities SOPs required the SRO to be present to approve the paperwork for the first approach to power each day and for a Tecovery from an unplanned shutdown. However, they did not specifically require the SRO to remain in the facility while the reactor was going to power. The SRO could theoretically approve the paper work and leave the facility before the ascent to power.

The facilities Standard Operating Procedures have been revised to require the SRO be present in the facility during the first approach to power each day and during a recovery from an unplanned shutdown.
