SUMMARY
OF MEETING HELD ON JULY 20, 2004, WITH THE BOILING WATER REACTORS OWNERS GROUP (BWROG) TO DISCUSS TECHNICAL SPECIFICATIONS TASK FORCE (TSTF) 357, "REVISION TO TS 2.1.1.2, MCPR [MINIMUM CRITICAL POWER RATIO] SAFETY LIMIT" On July 20, 2004, representatives of the BWROGs TSTF Committee met with the staff to discuss the staffs recent findings on TSTF-357 (Accession No. ML030970130). As the staff had earlier communicated its intention not to approve TSTF-357, the BWROG requested this meeting to identify and address any further questions the staff had regarding TSTF-357's review.
The BWROG began the meeting with an overview presentation of TSTF-357, explaining the rationale behind its development and the proposal to relocate the MCPR safety limit numeric values to the Core Operating Limits Report. The BWROG insisted that the lack of a streamlined process like TSTF-357 has resulted in unnecessary resource expenditures and tight schedules during boiling water reactor (BWR) refueling outages. In addition, the BWROG requested the staff's reasoning behind not approving TSTF-357.
In its main discussion, the NRC staff indicated that, among other issues which will be addressed in later correspondence to the BWROG, the current methodology used by BWR licensees in their cycle-to-cycle reload calculations were not well understood by the staff, and that this level of comfort needed to be raised before TSTF-357 could be considered.
Going forward, the staff and BWROG agreed to engage each other through the fuel vendors to address any deficiencies in current methodologies that may further provide the staff necessary information for future reviews. The staff also agreed to keep TSTF-357 open for further review, as resolution could potentially be achieved in the future with cooperation from the industry in this effort. Following the meeting, the staff expressed its appreciation to the BWROG for the presentation and discussion.
