SUMMARY
OF JULY 19 - 20, 2004, MEETING WITH FLORIDA POWER AND LIGHT CO. REGARDING ST. LUCIE NUCLEAR PLANT, UNIT 2 STEAM GENERATOR TUBE PLUGGING AND RELOAD METHODOLOGY (TAC NO. MC1566)
On July 19 - 20, 2004, the U.S. Nuclear Regulatory Commission (NRC) staff met with Florida Power and Light Companys (FPLs) representatives at the NRC Headquarters in Rockville, Maryland. The FPL staff was supported by Westinghouse representatives. The objective of the meeting was to discuss a request for additional information (RAI) on FPLs proposed license amendment to increase the steam generator tube plugging limit to 30 percent and to utilize a Westinghouse core reload methodology for St. Lucie Unit 2 [ADAMS Accession No. ML041750502]. The list of attendees is attached.
The meeting was an open discussion of the RAI and the licensees possible responses. There were no formal presentations. NRC staff from the Reactor System Branch, Materials and Chemical Engineering Branch, and Electrical Engineering & Controls and Instrumentation Branch (EEIB) supported the meeting. Since the staff reviewer from the Probabilistic Safety Assessment Branch was not able to attend the meeting, a conference call with FPL and Westinghouse will be scheduled to discuss his portion of the RAI. During the discussion, the staff reviewer from EEIB had additional questions, which will be provided to FPL, and a conference call will be scheduled to discuss the additional questions. The NRC staff had several comments on the possible responses to the RAI, which will be addressed by FPL.
FPL requested the meeting, which was open to the public as stated in the meeting notice dated July 7, 2004 [ADAMS Accession No. ML041900012], but no member of the public were in attendance. Public Meeting Feedback forms were received from the meeting participants.
Comments received were generally favorable. These have been forwarded to the NRR Senior Communications Analyst who will forward them to the Office of the Executive Director for Operations.
