Dear Mr. Miller:
The purpose of this letter is to officially inform you of the Federal Emergency Management Agencys (FEMA) identification of a Deficiency that occurred during the Peach Bottom Atomic Power Station (PBAPS) Radiological Emergency Preparedness (REP) Exercise conducted June 22,2004. The issues contributing to the Deficiency are presented for Evaluation Area 1: Emergency Operations Management as follows:
Description:
The following Key Staff members did not respond to the telephone calls made by the Emergency Management Coordinator (EMC) to mobilize at the Emergency Operation Center (EOC) because of an Alert declared at the Peach Bottom Atomic Power Station: Radiological Officer, Communications Officer, Public Works Officer, Police Services Officer, and Transportation Officer. Only three key officers responded to the callout, EMC, Fire Services Officer, and Emergency Medical Services Officer. There was an insufficient number of emergency responders to staff teams for deployment to noti@ the hearing impaired or to perform route alerting, if required. Neither Potassium Iodide (KI) nor dosimetry was issued to the emergency workers or EOC staff. DosimetryM forms were not cGinpiC?tedduring the exercise. A radiological brkfIng h i emergency workers was not conducted due to the lack of an RO. The staffing of key personnel at the Deltaeach Bottom EOC is recurrent problem stemming from the Peach Bottom REP exercise conducted November 19, 1996 for Prior Issue 46-96-01-24( 1.a. 1) which has not been corrected.
In accordance with 44 CFR 350.9 (d) and FEMA-REP-14, we have thoroughly reviewed and discussed this issue with the U.S. Nuclear Regulatory Commission and FEMA Region 111s Regional Assistance Committee. FEMA-REP- 14 defines Deficiency as . ..an observed or identified inadequacy of organizational performance in an exercise that could cause a finding that offsite emergency preparedness is not adequate to provide reasonable assurance that appropriate protective measures can be taken in the event of a radiological emergency to protect the health and safety of the public living in the vicinity of a nuclear Power plant.
Because of the potential impact of a Deficiency on the protection of the public health and safety, it should be corrected within 120 days from the date of this letter, through appropriate remedial actions, including remedial exercises, drills, or other actions.
