NRC OFFICE OF INVESTIGATIONS REPORT NO.3-2003-017

Dear Mr. Solymossy:

This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC), Region III (RIII), Office of Investigations (OI) to determine if a former security officer at the Prairie Island Nuclear Power Plant had been discriminated against for raising safety issues.

Specifically, the individual claimed that he was terminated because (a) he opposed the implementation of a new security guard work schedule, and (b) he discussed fatigue related issues with the Project on Government Oversight (POGO). Based on the evidence developed during the investigation, we did not substantiate this discrimination concern. The synopsis from the OI report of investigation is enclosed.

SYNOPSIS This investigation was initiated on June 19, 2003, by the U.S. Nuclear Regulatory Commission, Office of Investigations, Region III, to determine if a Security Officer at the Prairie Island Nuclear Generating Plant was discriminated against for raising safety concerns to the Project On Government Oversight (POGO).

Based upon the evidence developed, this investigation did not substantiate the allegation that the Security Officer was discriminated against for raising safety concerns to POGO.
