Columbia Generating Station License Amendment Request RE: Control Room Emergency Filtration (CREF) System
Dear Mr. Macon:
The Washington State Energy Facility Site Evaluation Council (Council) has completed its review of Energy Northwest's request for an amendment to the Columbia Generating Station (Columbia)
Operating License (NPF-21) to revise Technical Specification 3.7.3, "Control Room Emergency Filtration (CREF) System," to address a degraded main control room envelope pressure boundary.
Specifically, the proposed revisions would allow Energy Northwest up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to restore the control room boundary to operable status when two trains of the CREF system are inoperable due to an inoperable control room boundary in Modes 1, 2, and 3. In addition, a note would be included that would allow the pressure boundary to be opened intermittently under administrative controls.
The Council has "no adverse comments" on the proposed amendment request. The Council's process provides for review of Columbia -amendment requests by the state Department of Health Nuclear Safety Section, and it's my understanding that Mr. Richard Cowley of that office has been in contact with NRC and indicated his recommendation for a "no comment" response.
The Council was notified of the proposed amendment request by Energy Northwest in accordance with the notification requirements of 10 CFR 50.91.
