NRC STAFF REQUESTS FOR ADDITIONAL INFORMATION ON SECURITY PLANS SUBMITTED BY LICENSEES PURSUANT TO THE APRIL 29, 2003, DESIGN BASIS THREAT ORDER (SUPPLEMENT)

By letter dated June 10, 2004, Mr. Roy P. Zimmerman, Director, Office of Nuclear Security and Incident Response (NSIR), NRC, forwarded the NRC staffs final position on acceptable language in NEI 03-12, Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, [and Independent Spent Fuel Storage Installation Security Program], Revision 1.

All power reactor licensees used NEI 03-12 to develop their security plan submittals pursuant to the April 29, 2003, Order imposing a revised Design Basis Threat. However, as a result of the ongoing security plan reviews, the NRC staff identified areas where additional information from licensees is necessary for the staff to complete its safety evaluations. In some cases, additional information needed is generically applicable to many or all reactor facilities.

By letter dated June 22, 2004, I forwarded to the Power Reactor Security Working Group (PRSWG) the NRC staffs requests for additional information (RAIs) on generic issues that were included in the RAIs sent to each individual licensee. The issues included in the June 22, 2004, letter included only those that the NRC staff determined were generic based on a need to address a concern with the language in NEI 03-12. The intent of sharing these issues with the PRSWG was to aid in reaching a common resolution to all of the generic issues.

On July 7, 2004, the NRC staff met with representatives of the PRSWG and provided an updated list of all of the generic RAIs developed as a result of the staffs detailed review of licensee physical security and training and qualification plans. A summary of this meeting will be forwarded to you in a subsequent letter. The July 7, 2004, list of generic RAIs (Safeguards Information) is enclosed.

Power Reactor Security Working Group In parallel with sending licensees RAIs on their plans, the NRC staff will forward to the PRSWG any additional generic RAIs developed based on its continuing review of licensees security plans (e.g., safeguards contingency plans).
