DPR-42, DPR-60 and SNM-2506 Request for Additional Information: Securitv Plan Sections 10-1 9 By letter dated June 21, 2004, the NRC requested additional information regarding revised security plans, safeguards contingency plans, guard training and implementation plans, and implementation schedules for the above listed plants. A coordinated Nuclear Management Company, LLC (NMC) response, developed within the time constraints imposed by communicating safeguards information between the sites, will be completed no later than July 30, 2004. A partial response is enclosed.
Commitment Summarv This letter contains the following new commitments:
- 1. A complete response to Sections 10-1 9 will be submitted no later than July 30, 2004.
- 2. The Security Plans will be resubmitted upon the completion of all Security Plan RAI reviews.

Enclosure Partial Response to Requests for Additional Information The following responses apply to all NMC sites, except where specifically indicated otherwise.
Section 10: Security Patrols - Protected and Vital Areas Request: Please describe how the patrols conducted per the IMP requirements differ from the patrols described in this section and the reason for any differences.
Response: A sentence will be added at the end of the relevant paragraph to clarify that these patrols may be used to satisfy a portion of the required IMP patrols as describe in facility procedures.
Section 10: Security Patrol - Owner Controlled Area (OCA)
Request: Please revise the submittal to describe the actual approach or combination of approaches that will be implemented at the facilities.
Response: Each site Security Plan will be revised to describe the specific approach that will be implemented from among those currently listed.
Section I 1 : System Descriptions Request: Various minor changes were requested such as including the words all on-duty] in specific paragraphs and incorporating acceptable language to describe communications capabilities.
Response: The requested changes will be incorporated.
Section 13: Response Requirements (Kewaunee Only)
Request: Section 13.1 of the submission does not contain all of the endorsed language from NEI 03-12. Please explain the absence of the words Appendix C
[Site] safeguards contingency plan or amend the plan accordingly.
Response: The omission of the endorsed language was an oversight. This section will be amended accordingly to include the language.
Section 16: Compensatory Measures Request: Revise the section to include the provided language.
Response: The provided language will be incorporated into the security plans.

Section 17: LLEA Liaison Request: Amend section to replace the word site in the first sentence, with the site-specific acronym (e.g. DAEC, PBNP, KNPP).
Response: The requested changes will be incorporated.
Glossary of Terms - Armed Responders Request: Revise the definition, as appropriate, under Glossary and anywhere else they appear in the submittal.
Response: The definition will be revised.
Glossary of Terms - Training Cycle and Trimester Request: The use of the phrase training cycle is contradictory in these two definitions. Please explain.
Response: The definition of trimester has been revised to refer to a training period rather than a training cycle.
