U. S. NUCLEAR REGULATORY COMMISSION PERFORMANCE
Dear Mr. Gurdziel:
On behalf of the U. S. Nuclear Regulatory Commission (NRC), I am responding to your letter dated June 5, 2004. Your letter discussed evaluating NRC performance, specifically the effectiveness of the Inspection Manual Chapter (IMC) 0350 Oversight Panel for the Davis-Besse Nuclear Power Station. While not addressing the Oversight Panels performance as that is under the purview of the Oversight Panel Chairman and NRC Region III, I would like to provide some information on the NRCs evaluation of its activities.
The NRC staff routinely reviews its activities and makes changes when warranted to improve its performance. In this regard, recently the Office of Nuclear Reactor Regulation (NRR) issued Office Instruction OVRST-300, NRR Audit/Self Assessment Program (ML040680841), to establish a system to plan, organize, and document the various program and process assessment activities performed by NRR.
The Davis-Besse Oversight Panel which includes NRR employees, is planning a review to identify improvement opportunities for the IMC 0350 process. Input from outside stakeholders may be solicited as part of such a review. Regardless, I assure you that the NRC does consider the effectiveness of its programs and activities.
