POINT BEACH NUCLEAR POWER PLANT - CHANGES TO PREVIOUSLY ANNOUNCED NRC INSPECTIONS

Dear Mr. Koehl:

On March 4, 2004, the NRC issued an annual assessment letter covering the period from January 1, 2003, to December 31, 2003. This letter contained a preliminary schedule of NRC inspections planned at that time from March 1, 2004, through September 30, 2005. As discussed in the March 4 annual assessment letter, Point Beach remained within the Multiple/Repetitive Degraded cornerstone column (column IV) of the NRC Action Matrix.

Because of the performance issues that resulted in Point Beach being in column IV of the Action Matrix, we planned on closely monitoring your actions to improve overall plant performance through normal and expanded baseline inspections and special inspections.

One of the regulatory areas of concern at Point Beach is the Emergency Preparedness program. As part of our monitoring of your improvement initiatives in the Emergency Preparedness area, we have planned for two expanded baseline inspections scheduled to be conducted on August 2 - 6 and September 20 - 24, 2004.

The scheduled dates of these inspections have been discussed with your staff. An overview of detailed inspection activities will be provided to you prior to the inspections. If you have questions regarding these inspections please contact me at (630) 829-9627.
