Reply to a Notice of Deviation - Inspection Report No. 50-083/2004-201 Inspection Report No. 50-083/2004-201 cites the UFTR facility for a deviation for failure to comply with a commitment to the NRC to complete and issue two overdue Annual Reports for the 1999-2000 and 2000-2001 reporting periods.
- 1. Reason for the Deviation The deviation is admitted. The annual audit by the university's Reactor Safety and Review Subcommittee had noted the'failure to submit the reports in a timely manner and has been tracking the completion of the reports at its meetings. Facility management has been in the process of generating the reports but had allowed other facility commitments, especially those related to regulatory requirements and in particular the additional requirements associated with security measures, to take precedence. In addition, turnover of some staff members in the past year has also contributed to this failure to meet this commitment, especially the loss of an individual specifically hired to address the commitment.
- 2. - Corrective Action Taken to Date/Results -Achieved _ _ _ . __
Many hours have been logged in the last two months in hiring two new part-time staff members and to work toward licensing another member. It is planned that after they are trained sufficiently, one of these individuals will be able to assist the Facility Director with generation of the committed reports.
Two part-time licensed operators were lost during the 2003 year.' At the end of the year another person was hired with the plan that this person would be approximately full-time and devote the necessary time to generating the reports., Unfortunately, after some five months and beginniing to make coztribdtions to generating the reports, this' individual left
'for a better position. The recent loss of still another licensed individual for'"most duties has further restricted the ability to address the commitment.

- 3. Corrective Action to Be Taken to Avoid Further Deviations The commitment will be addressed by generating a streamlined report with limited narrative content to meet minimal requirements for an annual report. This will still involve significant time and effort on the part of facility staff while it is necessary to continue meeting surveillance and other requirements as well as provide the requisite training for newly hired individuals.
Beginning with the current year, the annual report will be generated in segments during the year to ease the large burden of generating an end-of-year report. In addition, we will investigate hiring a limited-time employee to work-on the report.-This corrective action _ _
will be effective in preventing recurrence of this deviation.
- 4. Date When Corrective Action Will Be Completed The 1999-2000 Annual Report is currently in progress. This report will be submitted by July 29, 2004. Submission of the second report for 2000-2001 will be achieved by August 31, 2004 when corrective action for the deviation will be complete.
