MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE OVERSIGHT PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held on December 15, 2003. Attached for your information are the minutes from the internal meeting of the Davis-Besse Oversight Panel, and the Open Action Items List.

Discuss/Approve Todays Agenda The Panel approved the agenda, but modified the order of presentations. THE APPROVED AGENDA REFLECTS THE ORDER LISTED IN THESE MINUTES.

Discuss Action Items C. Lipa led a discussion on the status of Open Action Items. No new Action Items were added and four items were closed. THE UPDATED OPEN ACTION ITEMS LIST IS ATTACHED TO THESE MINUTES.

Discuss Plant Status and Inspector Insights and Emergent Issues List S. Thomas led a discussion of plant status and inspector insights and emergent issues.
The plant is in Mode 5. The licensee has completed installation and operability testing of the #4 and #5 air cooler tube bundles in ECCS room #1. Installation and testing of the HPI pumps is complete, and the licensees engineering review of the test results for both pumps is ongoing.

Discuss New/Potential Licensing Issues J. Hopkins informed the Panel that there were no new licensing issues. The Steam Generator inspection issue is on track with the licensee.

Discuss Status of Draft Confirmatory Order Concurrences W. Ruland led a discussion on the status of the draft Confirmatory Order. F. Lyon informed the Panel that all of the latest editorial comments have been incorporated into the draft Order. The only open issue is what additional changes may be required in the Order based on CATI issue resolution. The Order has been forwarded to OGC and OE for concurrence.

Discuss Panel Process Plan C. Lipa led a review of the Panel Process Plan. R. Baker took the action to update the Process Plan with the Panels comments.
7.
Panel Brief on Morning Teleconference with The RRATI Team Lead C. Lipa briefed the Panel on key issues discussed with the R. Skokowski, the RRATI team lead this morning. Key observations included:
1)
The licensee believes it is ready to proceed forward, 2)
The licensee sees no obstacle to restart, 3)
When the RRATI team finds an item, the licensee does respond and address, but the licensee is not finding all the same types of issues internally, and 4)
The licensee believes the best date for the restart meeting is Monday 12/22/03.
The RRATI major observation and resulting concern is that the operations department is unable to manage the work load put on their plate, as evidenced by last weeks issues involving AFW system alignment and Pressurizer heater power availability.
The Panel will receive an additional update tomorrow during the Panel meeting and provide a recommendation on further RRATI team efforts.

Discuss Update Milestones and Commitments The Panel reviewed and discussed upcoming milestones and commitments.
