For Publc Disclosure Daily Staff Notes February 23. 2004 On Friday February 20, the EDO, the Region IlIl Regional Administrator, and other Region IlIl managers met with NMC senior management in Manitowoc, Wisconsin to discuss Point Beach plant performance and the results of the IP 95003 Inspection that was completed In December 2003. The meeting was open to the public and about 60 people attended. Many were from the Point Beach plant staff and other NMC sites; however, a few members of the public and local news reporters were also In attendance.

Special Davis-Besse Update New Information Both of the remaining open Restart Checklist Items were closed during the 0350 Panel meeting on February 20. The two Checklist Items closed were:

5.b Systems Readiness for Restart 7.a Verification that Confirmatory Action Letter Items are Resolved, Including a Public Meeting to Discuss Readiness for Restart On February 23 the Panel will brief Jim Caldwell, Jim Dyer, and Sam Collins on restart deliberations.

Plant status Mode 3 (hot standby) at Normal Operating Pressure/Normal Operating Temperature (2155 psig/5320F). The licensee expects to maintain the plant In these conditions until restart.

Recent and onaolna events The licensee continues to work through the 20 remaining restart restraints items.

NRC actlvities The 0350 Panel activities remain focused on restart deliberations.

Upcomina meetings No public meetings are scheduled In the next two weeks.

Below Is a simplified time line that describes the significant NRC and licensee activities and milestones that are necessary for NRC to authorize restart.
