This class is comprised of students who passed the operating test portion of the exam, but did not pass the written portion of the License Exam administered on September 19, 2003. Letters requesting a waiver of the operating test portion of the exam for the affected students will be completed as soon as results from the previous exam are finalized.

NMC is preparing the exam in accordance with the NUREG 1021, draft Rev. 9. We have established instructions and a process to ensure exam security.

This letter contains no new commitments and no revisions to existing commitments.

As discussed in the earlier letter, this class is comprised of students who passed the operating test portion of the exam and thus the information enclosed supports only the written portion of a License Exam. Letters requesting a waiver of the operating portion of the exam for the affected students will be completed as soon as results from the previous exam are finalized.

This information is being provided in accordance with the guideline ES-201 of NUREG 1021, Operating License Examination Standard for Power Reactors, Draft Revision 9.

NUREG 1021 physical security requirements state that the enclosed examination materials shall be withheld from public disclosure until after the examination is complete.

Dear Mr. Solymossy:

In a telephone conversation on February 4, 2004, between Mr. T. Bacon, General Supervisor, Operations Training and Mr. D. McNeil, Reactor Inspector, arrangements were made for the administration of licensing examinations at the Prairie Island Nuclear Generating Plant the week of April 19, 2004.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Draft Revision 9 of NUREG-I021, "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it was necessary for your staff to furnish the written examination outlines by January 30, 2004. The outlines were received on that date. The written examinations and the supporting reference materials identified in Attachment 2 of ES-201 will be due by February 23, 2004. Pursuant to 10 CFR 55.40(b)(3), an authorized representative of the facility licensee shall approve the outlines and examinations before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

Appendix E of NUREG-I 021 contains a number of NRC policies and guidelines that will be in effect while the written examinations are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 31 50-0090), medical certifications (OMB approval number 31 50-0024),

and waiver requests (if any) (OMB approval number 31 50-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.
