Dear Mr. Cayia:

Thank you for the early notification of your intent to seek a license renewal for the Point Beach Nuclear Power Plant.

This early planning will give you time to complete the research needed to identify significant historical and archeological resources that may, be present. Absent any cfforts to identify and evaluate historical and archeological resources present in the area of potential effects (APE) for this project, I do not know how you can determine that the continuation of the operation of this facility would have no adverse effect on cultural resources.,

In your letter you note that there is a fishing shed "probably over 50 years old" on the property. I am not sure of the relevance to Section 106 of the National Historic Preservation Act of any verbal agreements you have with the former owner of this building to "prcserve" it in its current state. This and any other buildings and structures, over fifty years old, on the property need to be evaluated for National Register eligibility. To our knowledge, no archeological survey work has been completed for any of the project lands. Land management decisions made in the absence of any knowledge of the presence of archeological sites can indeed have adverse effects on these resources. Continued plowing of a significant archeological site may lead to the destruction of the site.
