Dear Mr. Clark,

Enclosed please find Rochester Gas and Electric Corporation's (RG&E) comments on the preliminary Accident Sequence Precursor (ASP) Program analysis, transmitted by your letter of March 18, 2004 (Reference 1). The analysis assesses the operational event that occurred at the R.E. Ginna Nuclear Power Plant due to the August 14, 2003 electrical transmission grid disturbance and subsequent reactor trip. Since Reference I is identified by the NRC as containing potentially sensitive information and was not made publicly available, our response should be similarly treated by the NRC. Therefore, all parties copied on the NRC letter will be copied on this letter; however, no enclosures are being provided to these parties.
