Dear Mr. Olson:

Nuclear Management Company 2, LLC (NMC) has assessed the requirements for renewing the operating licenses for Point Beach Nuclear Plant (PBNP), Units 1 and 2.

The results of this assessment are contained in an application submitted to the U.S.

Nuclear Regulatory Commission (NRC) on February 25, 2004, to renew the operating licenses. By this letter we are notifying you, as the State of Wisconsin Coastal Management Program, that the Consistency Certification (certification) is part of the I This certification is patterned after the draft model certification included as Appendix E of Reference 1.

2 NMC holds the operating license for PBNP, and is applying for a renewed PBNP operating license.

Wisconsin Electric Power Company (WEPCO) doing business under the name We Energies owns the plant and retains exclusive rights to electricity generated at the plant.

The NMC certifies that the license renewal process will be consistent with the state's federally approved coastal zone management program. A copy of the certification is included as Appendix E of the enclosed License Renewal Application Environmental report.

You have three months from receipt of this certification and the License Renewal Application Environmental Report to concur or object with our certification. However, if you cannot issue a decision within three months, please notify the contacts listed in the certification of the status of the matter and the basis for further delay.
