Dear Jim Caldwell,
A litany of safety issues continue to plague the Daviij-Besse nuclear power plant, including structural problems, a grand jury investigation and no assurance that workers at the plant feel empowered enough to raise safety concerns with FirstEnergy managers. Despite this, the Nuclear Regulatory Commission (NRC) decided to allow FirstEnergy to restart Davis-Besse.
I am disappointed in your decision to allow FirstEneigy to restart Davis-Besse before all the relevant environmental, health, labor, and safety issues are resolved.

I am a local business man, police chief, and also a candidate for sheriff in 2004 for Ottawa County, Ohio.
I am a lifelong resident of the area having graduated From the Benton Carroll Salem school system. I live and work within 5 miles of the Davis-Besse Nuclear Power Station in Oak Harbor and serve on the Oak Harbor Area Chamber of Commerce Board of Direclors.
Over the years after Davis-Besse came on line, and even before, this power plant has helped to fuel the economy in our local area. The operator, formerly Toledo Edison, and presently the First Energy Nuclear Operating Corporation ( FENOC) has had one of the best safety records with regard to employee work related injuries in the area. They have been a good neighbor, dumping virtually millions of dollars into the local economy through their payroll, purchasing, contractors, and donations for the local good. We could not ask for a better neighbor in this area. The FENOC certainly has had it's share of problems in recent past however they have responded admirably, quickly, and completely to address the needed repairs to this facility to insure public safety and the continued local area economy. And, all that during a time when the economy itself was at it's worst state in recent years. From a law enforcement standpoint, the dollars saved over the years in communications equipment costs alone are astounding. Not to mention the other areas of support this company has provided without ever asking for anything in return.
In my personal and professional opinion, this company has worked very hard to restore the integrity of Davis-Besse back to a safe, reliable, and efficient power plant. They have addressed areas of concern with staffing to the point of nearly a complete management change. To withhold their operating status any longer would not only serve as a detriment to the conpany, but to the local area and economy as well. As a neighbor who lives and works within this plants shadow, I strongly urge approval of their request to bring the plant back on line. If that request is not granted, at some point this company is just not going to be able to afford the costs any more and move in anotber direction. If they do that, ALL will be lost for the local economy for years and years to come. That wwld be a catastrophe beyond imagination considering the trickle down effect it would cause.
I sincerely hope you will give the FENOC every consideration with regard to a successful restart of the Davis Besse Nuclear Power Plant.

I am disappointed that, despite the horrible safety hazards and negligence that have taken place, FirstEnergy has been permitted by the NRC to restart the Davis-Besse nuclear plant. This decision endangers workers, their families, and the entire conimunity surrounding the plant. When workers are actually encouraged not to call attention to such potentially hazardous problems, there is a problem with the entire system. There is no sense of responsibility or accountability to the community. Re-opening Davis-Besse will not make people healthier or safer; in fact, I fear that only when such a disaster happens, will we learn. 1 only hope that new means of energy production will continue to be studied and developed so that our reliance on nuclear power can be ended.
I encourage the NRC to close these dangerous plants and protect the lives of those who have the misfortune to work around and live in areas where nuclear power dominates.

I don't believe that the workers there feel that they can speak freely about their concerns to the managers who themselves have been pressured to get Davis Besse back on line.
In light of the fact that Davis Besse is the subject of a grand jury investigation and FirstEnergy has not adequately addressed the issues and problems which were the cause of history's largest blackout last summer, I cannot rest well knowing that reopening the plant for "normal" operations will possibly result in the revelation of more problems or even a catastrophic disaster from which recovery would be difficult or impossible.
