SUBMISSION OF PRELIMINARY INFORMATION REGARDING LSN PARTICIPATION Enclosed with this memorandum you will find a form requesting preliminary information regarding your intent to participate in the LSN phase of the licensing proceeding for the proposed Department of Energy high-level nuclear waste repository. As you know from your previous participation in the effort to implement a discovery database for this licensing proceeding (the Licensing Support System-LSS), the former Licensing Support System Advisory Review Panel (LSSARP) concluded that the utilization of current Internet technology was a much more suitable method of sharing discovery information and documentary materials than resorting to a stand-alone discovery database such as the LSS. Subsequently, the Commission amended 10 C.F.R. Part 2, Subpart J, "Procedures Applicable to Proceedings For The Issuance of Licenses For The Receipt of High-level Radioactive Waste at a Geologic Repository," to allow application of technological developments that have occurred after the original rule was adopted in 1989.
The NRC is currently preparing to initiate discussions with all potential parties to the licensing proceeding in order to determine what methodology to employ in establishing the LSN, which will operate within the context of the Internet. In order to begin the planning process and develop various options for technical implementation solutions, NRC needs specific information from potential LSN participants concerning: (1) their intention to participate; and (2) the technical framework of their Internet interoperability.
The form that is enclosed with this letter requests the type of specific information needed by the NRC to begin this process and to prepare for technical discussions with representatives of the new LSN Advisory Review Panel (LSNARP). These discussions will take place within the context of a Technical Working Group established by the LSNARP. In order to analyze the requested information prior to the initial October 1999 LSNARP meeting, and to provide meaningful input to the Technical Working Group, it is essential that participants provide this information on a timely basis. You are requested to respond by filling out the form (either electronically or by hardcopy submission) and returning it to the appropriate address by August 25, 1999 if you wish your information to be taken into account for the upcoming meeting. Your cooperation in this information gathering activity will greatly facilitate the initiation of the LSN process.
