Dear Mr. Nazar:

We have received the enclosed Federal Emergency Management Agency (FEMA) letter (ADAMS Accession No. ML040970490), transmitting the FEMA final report dated October 21, 2003, for the July 22, 2004, radiological emergency preparedness plume pathway exercise at the D. C. Cook Nuclear Power Plant.

No deficiencies were identified during the exercise. However, four Areas Requiring Corrective Action (ARCAs) were identified.

We fully recognize that any corrective actions to be implemented may involve parties and political institutions which are not under your direct control. Nonetheless, we expect that assistance, if appropriate, will be extended.

In accordance with 10 CFR Part 2.390 of the NRC's Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
