Dear Joe:

Thank you for your participation in the Region IV breakout session at the March 12, 2004 Regulatory Information Conference. Your insights into communication with the regulator and suggestions for flushing out issues early in the process in order to meet final actions requested by the regulator (e.g., security plan revisions requested by the NRC), were of significant benefit to the participants (i.e., both NRC and licensee) in that session.

The breakout sessions are an excellent forum for sharing insights and discussing issues needing resolution for both industry and the regulator. In my view, they would not be successful if individuals like you did not participate. I also observed that the interaction among the panel members was a good method to discuss the issues. If you have suggestions on how we should conduct the session at next years Conference, please let me know.
