ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION AND NOTICE OF VIOLATION This is to inform the Commission that a White Significance Determination Process (SDP) finding and associated Notice of Violation will be issued on or around May 10, 2004, to PSEG Nuclear, LLC, as a result of inspections at the Hope Creek Nuclear Generating Station. This White finding, an issue with low to moderate importance to safety that may require additional NRC inspections, involved an inadequacy in a portion of a station maintenance procedure, as well as the failure to adhere to another procedure, which contributed to the A station service water system traveling screen failure that occurred on July 1, 2003. The failure to provide appropriate quantitative acceptance criteria to install the traveling screen head-shaft key and the failure to properly tension the traveling screen carrier basket chains were identified as examples of a violation of 10 CFR 50, Appendix B, Criterion V.
It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
