Dear Mr. Christian:

This refers to the open Regulatory Conference that was conducted at your request at the Region II Office on April 1, 2004, to discuss the risk significance of concerns associated with your response to a potential fire in the Emergency Switchgear and Relay Room of both units.

A list of attendees and the meeting agenda are enclosed.

It is our opinion that this conference was beneficial in that we arrived at a shared understanding of the performance issues, corrective actions and your perspective on the risk significance.

In accordance with 10 CFR 2.390 of the NRCs "Rules of Practice," a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
