April 28, 2004 Mr. Joseph M. Solymossy Site Vice President Prairie Island Nuclear Generating Plant Nuclear Management Company, LLC 1717 Wakonade Drive East Welch, MN 55089
SUBJECT:
PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNIT 2 - FLAW EVALUATION OF STEAM GENERATOR (#22) AND THE PRESSURIZER DURING THE THIRD 10-YEAR INTERVAL INSERVICE INSPECTION INTERVAL (TAC NO. MB8471)
Dear Mr. Solymossy:
By letter to the U.S. Nuclear Regulatory Commission (NRC) dated April 4, 2003, the Nuclear Management Company, LLC (NMC) (the licensee), submitted their analytical flaw evaluation of 16 indications identified in the tubesheet to channel head weld region of the #22 steam generator, and one indication identified in the pressurizer bottom head to shell weld region.
These indications were identified at Prairie Island Nuclear Generating Plant, Unit 2, in February-March 2002, during refueling outage 21 (RFO-21). The indications were found during follow-up examinations, required by the American Society of Mechanical Engineers (ASME)
Boiler and Pressure Vessel Code (Code),Section XI, paragraph IWB-2420, due to flaws previously identified during the third 10-Year interval inservice inspections. NMC evaluated the indications per ASME Code,Section XI, paragraph IWB-3610, and used WCAP-14166, Handbook on Flaw Evaluation for Prairie Island Units 1 and 2 Steam Generator and Pressurizer.
The NRC staffs review indicated that the flaw evaluation submitted by NMC on April 4, 2003, meets the acceptance criteria of the ASME Code,Section XI, paragraph IWB-3600, based on flaw size. NMC should comply with the successive inspection requirements in the ASME Code,Section XI, paragraph IWB-2420, for the new flaws that were analytically evaluated in their submittal.
This completes the NRC staffs efforts under TAC No. MB8471.
