14-1 14 TECHNICAL SPECIFICATIONS The current set of NBSR Technical Specifications (TS) are officially Appendix A to License No.
TR-5, Technical Specifications for the National Bureau of Standards 20 Mwt Research Reactor. This SAR submittal and license renewal request do not include any changes to the NBSR TS. All the key portions of the TS remain the same, namely:
Definitions, Safety Limits and Limiting Safety System Settings (LSSSs),
Limiting Conditions for Operation (LCOs),
Experiments, Surveillance Standards, Design Features, and Administrative Controls.
NIST, however, as part of the analyses associated with the preparation of the SAR, has updated the bases associated with the TS. Some of the various analyses described in SAR, particularly in Sections 4, 5, and 13, have resulted in improved and more accurate estimates. These improved estimates have been incorporated into the TS Bases as appropriate. The TS have also been reformatted in accordance with the NRC-approved Standard, ANSI/ANS 15.1. This reformatting was done without any changes to the specifications themselves.
Therefore, NIST is submitting, as part of this license renewal, a set of TS (document number NBSR 15), that are identical to the current TS with the exception of: new and updated Bases, reformatting, correction of typos, and the insertion of the correct name and address for contacting the NRC in Section 6 of the TS.
