License Renewal Application for the National Institute of Standards and Technology Reactor The National Institute of Standards and Technology (NIST) is pleased to submit its application to renew the operating license for the NIST reactor, the NBSR, for an additional 20 years. The docket number assigned by the NRC is 50-184 and the license number is TR-5. This application consists of the following documents to support license renewal: Safety Analysis Report (document number NBSR-14), Technical Specifications as Appendix A to the license (NBSR-15), Environmental Report (NBSR-16), and a letter from the NIST Deputy Chief Financial Officer certifying that congressional appropriations for decommissioning the NBSR will be requested when necessary.

NIST reanalyzed postulated accidents and transients using the latest neutronic and thermal hydraulic analysis programs. In all cases the new analysis shows that the analysis performed when the NBSR was initially licensed was conservative and the margins for safety are greater than originally documented. NIST has concluded that operation of the NBSR will present no undue hazard to any member of the general public or to the staff.

There is no change to the NBSR Operator Requalification Plan, Emergency Plan, or Safeguards Plan.
