EMERGENCY PLAN CHANGES FOR THE SAXTON NUCLEAR EXPERIMENTAL CORPORATION FACILITY (TAC NO. MC1677)
Dear Mr. Kuehn:
This letter acknowledges receipt of your letter dated December 30, 2003, which transmitted changes to the Saxton Nuclear Experimental Corporation (SNEC) Facility Emergency Response Procedure and Emergency Plan submitted under the provisions of 10 CFR 50.54(q).
Changes affecting the fire protection aspects of the Facility Emergency Response Procedure and Emergency Plan were evaluated by you under 10 CFR 50.48(f). Exhibit 2 of the Emergency Response Procedure and Emergency Plan is the SNEC Facility Fire Protection Plan.
The changes were made as a result of ongoing decommissioning work at the SNEC facility.
Based on your determination that the changes do not decrease the effectiveness of your emergency plan or fire protection plan, and that it continues to meet the requirements of 10 CFR 50.47, Appendix E to 10 CFR Part 50, and 10 CFR 50.48(f), NRC approval is not required.
Our initial review of these changes indicates them to be in accordance with 10 CFR 50.54(q) and 50.48(f). Implementation of these changes will be subject to inspection to confirm that they did not decrease the effectiveness of your emergency plan or fire protection plan.
In accordance with 10 CFR 2.390 of the Commissions regulations, a copy of this letter will be placed in the NRC Public Document Room. If you have any questions, please contact me at (301) 415-1127.
