FROM PUBLIC MEETING HELD ON FEBRUARY 12, 2004
Dear Mr. Nazar:
By letter dated March 16, 2004, from Mr. John Zwolinski of your staff, you provided a summary of a public meeting held on February 12, 2004, at the Nuclear Regulatory Commission (NRC)
Headquarters offices at Rockville, Maryland. Your letter summarized the issues relating to your planned license amendment submittal associated with the nuclear fuel supplier transition. You provided this meeting summary and the list of issues to assure that the Indiana Michigan and Power company (I&M) understands and plans to fully meet the staffs expectations regarding the proposed submittal.
The NRC staff acknowledges that the list of items summarized in your March 16, 2004, letter, are accurate. Item 3 in your letter, Non-loss-of-coolant accident (LOCA) transients required clarification to clearly specify that the locked rotor transient (a reduction in primary heat removal transient) should be submitted as part of the license amendment request, and representative examples of the other non-LOCA transient types should be made available for NRC inspection, including: the main steamline break, increase in primary heat removal (cooldown), loss of secondary heat sink, and reactivity-initiated event.
In our February 12, 2004, meeting, the NRC staff stated that your proposal for fuel supplier transition would involve several licensing actions and your requested schedule for completing them consistent with your schedule will be a challenge to the agencys resources. The NRC staff stated that it will pursue its best efforts to complete its review consistent with your requested schedule, and stressed the need for strict adherence to schedules and high quality submittals.
