April 12, 2004 Mr. Joseph M. Solymossy Site Vice President Prairie Island Nuclear Generating Plant Nuclear Management Company, LLC 1717 Wakonade Drive East Welch, MN 55089

SUBJECT:

PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 - REQUEST FOR RELIEF NOS. 19 AND 20 ASSOCIATED WITH THE THIRD 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM (TAC NOS. MC2543, MC2544, MC2545, AND MC2546 )

Dear Mr. Solymossy:

Nuclear Management Company, LLC (NMC) has submitted Relief Request Nos.19 and 20,

Revision 0, for Units 1 and 2, Third 10-Year Inservice Inspection Interval, dated March 30, 2004, for approval by September 1, 2004. These requests provide the U. S. Nuclear Regulatory Commission (NRC) staff only 5 months for review and approval.

The NRC performance goals for licensing actions is to complete 95 percent in less than one year and 100 percent in less than two years. The NRC staff finds your proposed target dates for completion of our review to be aggressive, but the NRC staff will endeavor to complete its review consistent with the proposed schedule.

The NRC faces significant challenges to balance its work load, available resources, and budget constraints and achieve its performance goals. Accordingly, it is important that you plan your submittals to enable the NRC staff to perform its review in an efficient manner consistent with our performance goals and your schedule.

Sincerely,

/RA/

Mahesh Chawla, Project Manager, Section 1 Project Directorate III Division of Licensing Project Management Office of Nuclear Reactor Regulation Docket Nos. 50-282 and 50-306 cc: See next page
