Dear Sir or Madame:
A change to Section 6.1.1 of the Technical Specifications (TS) for the Prmn State Breazeale Reactor (PSBR) is provided for your review and approval. The change reflects a recent administrative change in the organization for the reactor. The review of this change by the Penn State Reactor Safezguails Comnmittee was completed on March 24, 2004.
A copy of the proposed TS change for TS 6.1.1 (page 39) is attached.
On March 1, 2004 the organizational structure of the PSBR was clanged to establish the position of Associate Director for Operations; this position replaces the position of Manger -of Operations and Training. This change represents a strengthening of the responsibilities and authorities for that position. The proposed change to our TS recognizes that organizational change. It also recognizes that the position of As sociate Director for Operations will function at Level 2 as defined in ANSI/ANS-15.4-1988. Our NRC licetsed Senior Operators function as Shift Supervisors and thus are Level 3 as defined by that standard. This condition is also recognized in the proposed change to Organization Chart of Section 6 of the PSBR TS.
