Subject:
ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION AND NOTICE OF VIOLATION This is to inform the Commission that a Notice of Violation associated with a White Significance Determination Process (SDP) finding will be issued on or around April 7, 2004, to Entergy Operations, Inc. as a result of inspections at Arkansas Nuclear One. This White finding, an issue with low to moderate increased importance to safety, involved the use of operator manual actions in the event of a fire to remotely operate equipment necessary to achieve and maintain hot shutdown conditions. The licensees reliance on operator manual action, in lieu of providing protection for the cables associated with that equipment in accordance with the requirements of 10 CFR Part 50, Appendix R, Section III.G.2 or the alternative method of compliance provided in Section III.G.3 is identified as a violation. Accordingly, a Notice of Violation associated with the White finding is being issued.
It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
