BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND DOMINION NUCLEAR CONNECTICUT, INC. REPRESENTATIVES TO DISCUSS THE MILLSTONE POWER STATION, UNITS 2 AND 3 LICENSE RENEWAL APPLICATIONS On March 8 and 16, 2004, the NRC staff (the staff) and representatives from DNC held telephone conferences (telecon) to discuss the Millstone Unit 2 and Unit 3 License Renewal Applications (LRA) dated January 20, 2004. The telecon related to statements contained in the LRAs. The staff requested clarification of information contained in Section 2 and Appendix C of the LRAs regarding what components are included under the terms level indicators and piping.
A list of telephone participants is enclosed.
Scoping Question - level indicators:
The staff requested clarification for the term "level indicators" as used in the tables in Section 2 of the LRAs (i.e. Table 2.3.3-34 Diesel Generator). The submitted license renewal drawings highlight sight glass and level glass as subject to aging management review (AMR); however, these components are not listed in the Section 2 tables. The staff questioned if sight glass and gage glass are included in the term level indicators.
Telecon Discussion:
The applicant informed the staff that the components such as sight glass and level glass fall under the definition of level indicators as used in the LRAs. The staff acknowledged the licensees use of the term level indicators as used in the LRAs.
Scoping Question - piping and associated fittings:
The staff requested clarification for the term "pipe" as used in the tables in Section 2 of the LRAs (i.e. Table 2.3.3-1 Circulating Water). Appendix C, "Aging Management Review Methodology," of the LRA describes the methodology for performing the AMR of long-lived passive components and structural members. It also describes the process for identifying the in-scope passive components. Section C2.2 states that components such as pipe may have more that one component. It goes on further to state that the "pipe" component group includes piping and all of the associated fittings, since fittings generally are of the same material as the piping and are subject to the same environmental conditions.
The submitted license renewal drawings highlight components such as blind flanges, spectacle flanges, and fill connections as subject to aging management review; however, these components are not listed in the Section 2 tables. The staff questioned what types of components fall under the pipe and associated fittings.

The applicant informed the staff that the components such as: blind flange, spectacle flange, elbow, fill connection/emergency fill, vent and drain line, threaded plug, reducer, end cap, and access ports such as manway/manholes are included under the component piping and associated fittings when they are of the same material as the piping and subject to the same environmental conditions, and as such will not be uniquely identified in the LRAs. The staff acknowledged the licensees use of the term pipe and associated fittings as used in the LRAs.
The applicant will formally document this clarification in a response to a request for additional information.
DNC has had an opportunity to review and comment on this summary.
