Dear Commissioners and Staff:
Pursuant to 10 CFR 50.71 (e), Pacific Gas and Electric Company (PG&E) is enclosing the Humboldt Bay Power Plant (HBPP) Defueled Safety Analysis Report (DSAR), Revision 5, in accordance with 10 CFR 50.4(b)(6).
The changes contained in Revision 5 of the DSAR include plant modifications performed since DSAR, Revision 4, was submitted to the NRC (Reference PG&E Letter HBL-02-016, dated August 23, 2002), and reflect current plant configuration and organization, as well as an overall reformatting of the DSAR that was implemented to eliminate redundancies and provide better organization of DSAR information. Enclosure A contains Revision 5 of the DSAR in its entirety, including revision bars for the technical changes.
Enclosure B contains Revision 14 to the SAFSTOR Quality Assurance Plan that is being submitted in accordance with 10 CFR 50.54(a)(3). Changes are noted with revision bars.
Enclosure C contains Revision 1 to the HBPP Technical Specifications Bases that is being submitted in accordance with HBPP Technical Specification 5.6.2.d. Changes are noted with revision bars.
