Dear Mr. Weiss:
Enclosed is Final Report for the Radiological Emergency Preparedness Plume/Ingestion Exercise conducted on November 17 and 18, 2003, for the Monticello Nuclear Generating Plant.
No Deficiencies were identified for any jurisdiction. Two Areas Requiring Corrective Action (ARtCAs) were identified for the State of Minnesota. The first ARCA was identified under Criterion 2.c. 1, Protective Action Decision Consideration for the Protection of Special Populations, relating to the lack of capacity to handle evacuated school children at the pre-identified reception center. The second ARtCA was identified under Criterion 5.b. 1, Timely and Accurate Infortmation/Instructions to the Public/News Media, relating to the timeliness of the issuance of PAR #3, to evacuate sub-areas I OW and I ONW.
One ARCA was identified for Wright County under Criterion 6.b.1, Emergency Worker Monitoring and Decontamination, related to the need for additional contamination control training, and supplies.
There were no prior issues for the State of Minnesota, Sherburne County, or Wright County. A detailed description of each issue can be found in Part IV of this report.
Based on the results of the November 17 and 18, 2004, exercise, the offsite radiological emergency response plans and preparedness for the State of Minnesota and the Counties of Sherburne and Wright, site-specific to the Monticello Nuclear Generating Plant, can be implemented. These plans are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public.
Therefore, Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State of Minnesota and the Counties of Sherburne and Wright, granted on December 4, 198 1, remains in effect.
