("WPL"), applied for NRC's consent and a conforming license amendment to transfer the facility operating license for the Kewaunee Nuclear Power Plant ("Kewaunee") to Dominion Energy Kewaunee.

U.S. Nuclear Regulatory Commission March 17, 2004 Page 2 During a March 9, 2004 conference call, the NRC requested additional information to support their review of the Kewaunee license transfer application. Specifically, the NRC requested historical capacity factor information for Kewaunee for the previous five-year period. Accordingly, the requested information is provided in the attachment.

It should be noted that the capacity factors for the years 1999, 2000 and 2001 reflect levels of performance associated with derated plant operation due to previous steam generator tube plugging issues. Therefore, the capacity factors for these three years are not indicative of future plant operations. This matter is discussed more fully in the attachment.

The use of these three years' capacity factors for future estimates would not be representative of expected results (i.e., they are lower than would be expected in the future). The capacity factors for 2003 and 2002 are more consistent with Dominion Energy Kewaunee's projections for future plant operations.
